Portugal is a country belonging to the European Union and a member of the Schengen Agreement . The extra tax for travelling with luggage is 1,60 EUR.
Alternatively, you can use public transports. For traveling in Porto's public transportation, an ANDANTE ticket must be purchased at the machines in the stations. The ticket must be validated each time that you enter a different type of public transportation.
